Why Was It So Difficult To Work Out A Peace Agreement

8 The failure of peace agreements has been explained by negotiated settlements that tend to be used in more intractable armed conflicts; they become more ephemeral [7]. In addition, peace agreements fail because of the challenge of implementing them. The implementation of peace is a large-scale transition process, with uncertainties, intangible assets and setbacks. In these circumstances, it is difficult to maintain the commitment of belligerents and third parties to a peace process [8]. Belligerents are often unable to make credible disarmament and demobilization commitments [9]. The implementation of peace is also challenged by groups of disproportionate influences who have the determination, opportunity and ability to spoil an agreement [10]. If the conditions for recruiting the rebels remain unchanged after the conflict, it is likely that an armed conflict will recur [11]. Other negotiations are possible: on issues that were not addressed in the original agreement, either by omission, nor because of sensitivities/less urgent. If the root causes of conflict are not adequately addressed by a peace agreement or if arrangements are made for further negotiations, there is a very high risk that the conflict will resume. The area of peace agreements, which is often overlooked because of its sensitivity, is the need for a kind of transitional justice agenda. A population cannot feel safe or restore the rule of law unless abuses committed during the conflict are addressed and perpetrators are held accountable, regardless of their position in society. This must be treated very sensitively, since amnesty or immunity guarantees can be included in peace agreements as incentives for participation of parties to the conflict. 5.

The whole government approach. All areas of the future state must be addressed in each agreement or in a time table for further negotiations. Look at the form, content and actors involved in peace agreements. A ceasefire agreement is for the temporary end of war or armed conflict within an agreed time frame or in a delimited area. Each contracting party agrees with the other agreement to suspend aggressive measures without necessarily making concessions. These agreements are military in nature and are essentially aimed at preventing the belligerents from pursuing military actions while political negotiations are under way to find a more lasting solution.
